There is still meaningful financial support available, but the rules change often and a lot of online guidance is now out of date. This guide sets out what is currently available, who may qualify, and what to watch for.

The honest starting point

Before diving into the schemes, it is worth being direct: most Scottish homeowners will not qualify for fully funded solar panels through the main support routes. The main fully funded options are limited and depend on the property, the heating system, and the household’s eligibility under scheme rules.

That said, for the right households there is substantial support available, and even those who self-fund still benefit from tax savings and export income that can improve the payback period.

1. Home Energy Scotland Grant and Loan

Best for: Scottish homeowners looking for support with clean heating systems and some solar-related technologies

The Home Energy Scotland Grant and Loan is the Scottish Government’s main funding programme for home energy improvements. It offers grants, interest-free loans, or a combination of both for eligible measures. Homeowners in Scotland can apply, and rural households may qualify for extra grant funding.

Important update: Home Energy Scotland no longer funds standard standalone solar PV installations. If you see articles claiming you can still get a direct grant for ordinary solar panels through this scheme, that information is out of date.

What Home Energy Scotland can still support for solar-related technology:

  • Solar PV-T systems, which combine electricity generation with thermal water heating.
  • Air source heat pumps, which remain eligible for grant and loan support.
  • Other clean heating and efficiency measures, depending on the property and measure.

Eligibility is open to many Scottish homeowners, and you do not need to be receiving benefits. Funding is limited and is usually offered on a first-come, first-served basis. A written offer must be issued before any installation work begins.

2. ECO4

Best for: Low-income households on qualifying benefits, especially where the property and heating system meet scheme rules

ECO4 is a UK-wide supplier-funded scheme that can provide fully funded energy efficiency improvements for eligible households. In some cases, solar panels may be included, but only where they fit the wider package of measures approved for the property.

The solar catch: Solar panels are not a general standalone ECO4 offer. They are typically considered where they help reduce the cost of running an electric heating system or form part of a broader whole-house upgrade. In practice, eligibility depends on the property’s heating setup, EPC rating, and the overall retrofit plan.

To qualify, a household usually needs to receive a qualifying means-tested benefit, or be referred through a local authority flex route. The property also needs to meet the scheme’s energy-efficiency criteria.

ECO4 is designed as a whole-house approach, so it is not usually about funding one measure in isolation. Solar may be included alongside insulation, heating upgrades, or other improvements where that makes technical and financial sense.

3. Warmer Homes Scotland

Best for: Households in fuel poverty that may not qualify for ECO4

Warmer Homes Scotland is a Scottish Government scheme for eligible homeowners and private tenants who are living in fuel poverty or extreme fuel poverty. It provides free energy efficiency improvements for qualifying households.

Solar panels are not guaranteed under this scheme. Where they are included, they are usually part of a wider package of improvements recommended after a property assessment.

The value of support available can vary depending on the home and the measures recommended, so it is best thought of as a tailored support scheme rather than a standard solar grant.

4. 0% VAT on solar panels

Best for: All homeowners installing eligible solar panels or battery storage

This is the simplest and most universal saving available. Since April 2022, eligible domestic solar panel and battery storage installations in the UK have been charged at 0% VAT instead of the standard rate.

For a typical domestic solar system, this can reduce the upfront cost significantly. The saving applies automatically, so you do not need to apply for it separately. It is still worth checking that your installer’s quote clearly shows 0% VAT.

The current 0% rate is scheduled to run until 31 March 2027, after which the rate is expected to change.

5. The Smart Export Guarantee

Best for: Anyone installing solar panels who wants income from exported electricity

The Smart Export Guarantee is not a grant, but it is an important source of ongoing income. Under the scheme, licensed electricity suppliers pay households for surplus electricity exported to the grid.

Rates vary significantly by supplier, so it is worth comparing tariffs before choosing one. Typical export income depends on system size, household usage, and the export tariff available.

To access the Smart Export Guarantee, you usually need an MCS-certified installation and a smart meter. You do not need to take both import and export tariffs from the same supplier.

What about the Warm Homes Plan?

The UK Government has announced a Warm Homes Plan, but the practical details are still being developed. At this stage, it is not something most homeowners should rely on for immediate decisions, because scheme rules, eligibility, and Scottish delivery details are not yet fully settled.

For now, the more actionable options are Home Energy Scotland, ECO4, Warmer Homes Scotland, 0% VAT, and export payments through the Smart Export Guarantee.
